county town:
(1) The town, township or sub district office area (Chengguan Town) where the county government is located;
(2) Other towns (townships) connected to public facilities, residential facilities and municipal utilities in the county;
(3) Independent industrial and mining areas, development zones, scientific research institutions, colleges and universities and other special areas with a permanent population of more than 3000.
